Phil has now seen his shadow 100 times and hasn't seen it just 16 times since 1886, according to the Punxsutawney Groundhog Club's Inner Circle, which runs the event. There are no records for the remaining years.

The tradition attained a large following with the 1993 Bill Murray comedy "Groundhog Day," in which a weatherman covering the event must relive the day over and over again. Before the movie came out, Phil was lucky to have an audience of 2,500, said Mike Johnston, vice president of the Inner Circle.

And while the group has records of Phil's predictions dating back to 1886, what it doesn't have is a tally of whether Phil was right.

Johnston said the reason is simple: "He's never been wrong." Phil is "incapable of error," he said, because the groundhog smartly avoids being site-specific in his prognostications.

If Phil predicts six more weeks of winter, said Johnston, "I guarantee you someone's going to have six more weeks of winter."

INDIANAPOLIS ? Republican Rep. Dan Burton of Indiana said Tuesday he won't seek re-election to a 16th term.

Burton is ending a career marked by his dogged pursuit of President Bill Clinton through the `90s, including reports of a bizarre re-enactment of the alleged murder of Clinton aide Vince Foster, in which Burton shot a watermelon.

Burton told members of the Indiana House on Tuesday that he'll serve out his term but not run again. The 73-year-old didn't elaborate on his decision during his brief address to lawmakers, but he told reporters beforehand that he was resigning because of family health issues.

"I don't want to get into it, it's about personal problems with family health," he told reporters gathered around him on the dais at the front of the Indiana House of Representatives.

Burton narrowly survived tough GOP primary battles in his past two campaigns. He was elected to his 15th term in November 2010.

Indiana Republicans redrew his congressional district last year to remove some of his strongest bases of support. Meanwhile, a strong crop of contenders led by former federal prosecutor Susan Brooks and former Rep. David McIntosh has been running hard against Burton in the Republican primary race.

Burton said Tuesday he did not have any plans to endorse a successor.

He first won election in 1982 to the 5th district, which remains heavily Republican under new electoral boundaries state legislators approved last year. It includes all of Hamilton County and the north side of Indianapolis, but lost some rural counties closer to Fort Wayne that Burton carried on his way to winning the 2008 and 2010 primaries.

UK court upholds extradition in Iran missile case (AP)

LONDON ? Britain's High Court said Tuesday a retired businessman who allegedly plotted to sell missile components to Iran cannot appeal against his extradition to the United States.

U.S. authorities say Christopher Tappin offered in 2006 to sell specialized batteries for Hawk missiles for $25,000, not knowing that his contacts were undercover U.S. agents, not Iranians. Two other men have been jailed in Texas over the plot.

Tappin denies the charges and says he was the victim of a sting operation by the U.S. government.

A judge ruled last year that 64-year-old Tappin should be extradited.

Two judges said Tuesday that Tappin could not take his fight against extradition to Britain's Supreme Court because his case did not raise legal issues that needed to be considered by a higher court.

Tappin's lawyer Edward Fitzgerald had argued that under European human rights legislation, Tappin should not be extradited because he had to care for his sick wife. The judges ruled that the severity of the charges against Tappin outweighed his right to not be extradited. Tappin faces up to 35 years in jail if convicted in the United States.

Tappin's case is the latest to expose trans-Atlantic tensions over the exchange of criminal suspects.

Lawyers complain that under "fast track" extradition procedures introduced after the Sept. 11, 2001 attacks, the U.S. is not required to offer substantial proof of an allegation when seeking to extradite a suspect from Britain.

But in October, a judge-led review in the U.K. found that extradition agreements between the United States and Britain are fair and unbiased.
