Egypt's Brotherhood leads on eve of run-off vote (Reuters)

CAIRO (Reuters) ? Egypt's Muslim Brotherhood has called on its rivals to accept the will of the people after a first-round vote set its party on course to take the most seats in the country's first freely elected parliament in six decades.

Egyptians will return to the polls on Monday for run-off votes from the first round of their parliamentary elections.

The man appointed by military rulers to lead a new cabinet was quoted late on Saturday as saying he would delay naming ministers until Wednesday from Sunday.

The prime minister designate, Kamal al-Ganzouri, told the state-owned al-Ahram newspaper he did not want to appoint a new interior minister to oversee law and order hours before voting.

The final outcome of Egypt's parliamentary election will not be known until other parts of the country vote in two more rounds, a process that will not be complete until January 11.

Early indications are that the Islamist Muslim Brotherhood leads and a more hardline Islamist group, the Salafi al-Nour Party, is in second place, with a liberal bloc third.

The assembly's popular mandate will give it clout to stand up to the generals who have ruled Egypt for nine turbulent months since Hosni Mubarak's removal.

The Brotherhood is Egypt's best-organized political group and popular among the poor for its long record of charity work. Banned but tolerated under Mubarak, the Brotherhood now wants a role in shaping the country's future.

Rivals accused the Brotherhood's Freedom and Justice Party of handing out cheap food and medicine to influence voters and of breaking election rules by lobbying outside voting stations.

The Brotherhood told its critics to respect the result.

"We call upon everyone, and all those who associate themselves with democracy, to respect the will of the people and accept their choice," it said in a statement after the first-round vote, which drew an official turnout of 62 percent.

"Those who weren't successful ... should work hard to serve people to win their support next time," the Brotherhood said.

The world is watching the election for pointers on the future of Egypt, the most populous Arab nation and one hitherto seen as a firm U.S. ally committed to preserving its 1979 peace treaty with Israel and fighting Islamist militancy.

The Brotherhood's political opponents say it seeks to impose sharia Islamic law on a country that has a large Christian minority and depends on welcoming Western tourists. The movement says it will pursue a moderate agenda and do nothing to damage the tourist industry.

Israel's Defense Minister Ehud Barak called the initial success of the Islamists in the first Arab country to recognize the Jewish state "very, very worrisome."

"It is too early to predict how the changes that we face will end up. It could be that in a historical context, they are positive. In an immediate context, they are problematic," he told Israel's Channel Two television on Saturday.

"I very much hope that, whatever government arises in Egypt, with whatever constitution arises in Egypt, it will understand that... there is no alternative but to maintain the framework of international agreements, among them the peace accord with us."

"DON'T GIVE UP"

Liberal parties lacking the Islamists' grassroots base were trying to avert a landslide in the run-off vote. The Egyptian Bloc, an alliance of liberal groups, ran large advertisements in newspapers to appeal for more support.

"Don't soften your support for the civil, moderate current to achieve a balanced parliament that represents the Egyptian people, and do not give up your rights," the message read.

Newspapers were debating if the Brotherhood and the ultra-conservative Salafi group al-Nour would unite to form a dominant Islamist bloc in the assembly.

Nader Bakkar, spokesman for al-Nour, told al-Dustour daily that talk of forming a coalition with the Brotherhood was premature and the results of the second and third rounds would determine the possibilities. Others suggested the Brotherhood might align with the liberals.

"All the indications show that the Muslim Brotherhood does not want to inaugurate an alliance with Islamic forces, but rather to conclude a coalition with liberal and secularist forces during the coming parliament," said Asem Abdel-Maged, spokesman for al-Gama'a al-Islamiya, a Salafi group not aligned closely with al-Nour.

(AP) ? A report given to a high-level advisory group in Saudi Arabia claims that allowing women in the kingdom to drive could encourage premarital sex, a rights activist said Saturday.

The ultraconservative stance suggests increasing pressure on King Abdullah to retain the kingdom's male-only driving rules despite international criticism.

Rights activist Waleed Abu Alkhair said the document by a well-known academic was sent to the all-male Shura Council, which advises the monarchy. The report by Kamal Subhi claims that allowing women to drive will threaten the country's traditions of virgin brides, he said. The suggestion is that driving will allow greater mixing of genders and could promote sex.

Saudi women have staged several protests defying the driving ban. The king has already promised some reforms, including allowing women to vote in municipal elections in 2015.

There was no official criticism or commentary on the scholar's views, and it was unclear whether they were solicited by the Shura Council or submitted independently. But social media sites were flooded with speculation that Saudi's traditional-minded clerics and others will fight hard against social changes suggested by the 87-year-old Abdullah.

Saudi's ruling family, which oversees Islam's holiest sites, draws its legitimacy from the backing of the kingdom's religious establishment, which follows a strict brand of Islam known as Wahhabism. While Abdullah has pushed for some changes on women's rights, he is cautious not to push too hard against the clerics.

In October, Saudi Arabia named a new heir to the throne, Prince Nayef, who is a former interior minister and considered to hold traditionalist views, although he had led crackdowns against suspected Islamic extremists. His selection appeared to embolden the ultraconservative clerics to challenge any sweeping social reforms.

Prince Nayef was picked following the death of Crown Prince Sultan.

18 people killed in Congo election, rights group (AP)

KINSHASA, Congo ? At least 18 people have been killed and 100 seriously injured in election violence in Congo, with most of the deaths caused by troops loyal to President Joseph Kabila, Human Rights Watch said Friday.

The violence peaked on Saturday when tens of thousands of people descended on Kinshasa's airport to welcome leading opposition candidate Etienne Tshisekedi who was returning from campaigning in the interior. In the government crackdown that followed, at least 14 people were killed, according to a report by the New York-based human rights group.

Soldiers fired into the crowd, hitting Ndelela Aminata, a 27-year-old mother of five in the head, the report said. Among the other victims was a 22-year-old who was shot dead while walking outside a manioc granary near the airport.

The group says others were killed in mob violence on the first day of voting on Monday and in clashes between political parties.

Analysts are concerned that there could be further bloodshed when the election results are announced, scheduled for next Tuesday. The Human Rights Watch report blamed most of the deaths on Kabila's Republican Guard. Kabila is seeking re-election.

Congo's enormous territory still includes sections of the bush that are controlled by rebel groups, like in the east where the brutal Lord's Resistance Army is known to be based.

In Oriental province near the town of Faradje, Human Rights Watch says the Lord's Resistance Army attacked a group of voters on their way to the polling place. Three men were killed, and ten women and three boys were abducted. The report says that one of the women, who was six months' pregnant, was raped. She was later released and taken to the hospital but lost her baby.

In several parts of the country, polling stations were burned by angry voters after ballots failed to arrive, and suspicion grew about possible vote rigging. The voting was finally wrapped up on Thursday

This is only the second free election in Congo's 51-year history, and the first to be organized entirely by the government instead of by the international community. The logistical challenges are casting a cloud of doubt over the vote, and three of the 11 candidates running for president have already called for the ballot to be annulled.

Nevada Cancer Institute to be Sold to UCSD

LAS VEGAS - Nevada Cancer Institute announced Friday plans to sell its out-patient facility, operations and some personal property to UC San Diego Health System.

Operations will continue as normal until the sale is finished. As part of the agreement, the non-profit corporation will have to file Chapter 11 bankruptcy. The sale will reduce the NCI's debt by more than $50 million.

Nevada Cancer Institute officials say patients will not see a significant change in their care.

"Over time, we will continue to be able to build based on the foundation that the UCSD system and the Moore's Cancer Center have - to be able to, over time, offer more clinical trials to people and again to be part of something that has again achieved enormous standards of excellence," said Nevada Cancer Institute co-founder Heather Murren.?

The sale is expected to be completed in 2012.

Erie bishop ill, hospitalized in Rome for tests

Erie Catholic Bishop Donald W. Trautman has been hospitalized in Rome and has not been able to meet with Pope Benedict XVI.

The bishop became ill after arriving in Rome earlier this week and did not feel well enough to meet with the pope as scheduled Thursday, Monsignor Robert J. Smith, the diocese vicar general, said in a prepared statement today.

The bishop was hospitalized for tests and expects to meet with the pope next week, Smith said.
